About this site
Upfront Sales Packs explains, in plain English, what an upfront sales pack is, what the government expects it to contain, what the law already requires of sellers and agents, what the reforms change and when, and what preparing a pack costs and takes. It covers England and Wales.
Why the site exists
The government's June 2026 reform roadmap commits England and Wales to a sales pack before listing. Most of the information about it is spread across a long policy document, legislation, industry bodies' standards and professional guidance written for conveyancers. Sellers, buyers and agents need the same facts in one place, in everyday language, with the source and date on each one. That is what these pages try to be.
How the guides are written
- Every factual claim about the law, the roadmap or costs is drawn from a published source, which is linked at the foot of the page. Primary sources (GOV.UK, legislation.gov.uk, the Law Society, HM Land Registry) are preferred; industry and press sources are used for prices and reported results and are described as such.
- Each page shows the date it was last reviewed. Pages are updated when the government publishes guidance, consultations or legislation, and when prices change materially.
- Figures are described as indicative where they come from market guides rather than official fee scales.
- Where something is not yet decided, such as the level of condition report the law will require, the page says so rather than guessing.
What this site is not
- It is not legal, financial or surveying advice. For a decision about a particular property, speak to a conveyancer, a surveyor or an estate agent.
- It is not an estate agent, a conveyancer or a search provider, and it does not market property, introduce buyers or negotiate.
- It does not sell anything yet. Upfront Sales Packs is building a portal for estate agents, homeowners and service providers, and takes registrations of interest; nothing is available to buy, and nothing will be described as available before it is. When that changes, this page and the home page will say so plainly.
- The guides do not accept payment for coverage and contain no sponsored content. When the portal suggests suppliers, any supplier who pays a fee will appear only there, labelled with the fee, and never in the guides.
Corrections and contact
If a page is wrong or out of date, or you have a question about the guides, use the contact form with the page address and the point in question. Corrections are made and the review date updated. You can ask there for occasional email updates on the reforms too.
